The points you covered were considered when I was developing TIAA's EV strategy back in the early 2010's, especially the danger of being considered a utility if our charges were based on actual energy consumed. Office properties lend themselves to community chargers, whereas residential really needs reserved charging stations for the reason you mentioned.
